“Selbstbestimmt kämpfen, solidarisch vernetzen!”
4.-6. September auf dem Blücherplatz in Berlin-Kreuzberg.
Unzählige rassistische Vorfälle und gesellschaftliche Ereignisse in Deutschland machen das “Festival gegen Rassismus” und eine emanzipatorische Gegenöffentlichkeit von Menschen, die von Rassismus betroffen sind, unabweisbar. Exemplarisch seien hier nur die rassistischen Mobilisierungen von Pegida, Bärgida, Legida & Co. genannt und die mit der Pegida-Agenda völlig in Einklang befindliche Verschärfung des Aufenthaltsgesetzes. Ein weiteres Beispiel sei der Zuschnitt und Verlauf des NSU-Prozesses in München, der die politische Dimension des Terrornetzwerks systematisch ausblendet und die Betroffenen und Angehörigen selbst als Nebenkläger_innen noch marginalisiert. Rassismus ist nicht einfach ein gesellschaftliches Randphänomen von rechts, sondern findet durchaus unzensiert aus der breiten Mitte der Gesellschaft heraus Zuspruch. Positionen und Meinungen von Betroffenen finden in der Öffentlichkeit keinen Platz. Das Festival hingegen soll als Plattform für Menschen mit Rassismuserfahrungen dienen und einen öffentlich- zugänglichen Ort des antirassistischen Widerstands darstellen.
Die Zeltphobie des Bezirks Friedrichshain-Kreuzberg nimmt immer absurdere und repressivere Züge an
Bereits in 2012 und 2013 richtete sich das “Festival gegen Rassismus” gegen die rassistischen Zustände im Land. In diesem Jahr kommen nun die rassistischen Schikanen des Bezirks erschwerend hinzu! Zelte sind zwar für das fahrlässige Heraufbeschwören einer humanitären Katastrophe infolge einer gescheiterten Geflüchtetenpolitik und als Abschreckungsmittel gegen Menschen auf der Flucht sehr willkommen – aber Protest- und Festivalzelte, zur Thematisierung dieser Zustände, stellen dem Bezirk zufolge eine zu große Gefahr dar: Nachdem Workshop-Zelte bereits zwei Mal zum festen Bestand des Festivals gegen Rassismus gehört haben, ohne jegliche Probleme zu verursachen, soll von ihnen nun plötzlich die wohl gravierende Gefahr ausgehen, dass in ihnen Menschen übernachten könnten! Und die für den Gebrauch von Zelten aufgeführten, bisher schlüssigen Argumente werden nunmehr gegen uns gerichtet in Form einer Empfehlung, doch stattdessen umliegende Räume aufzusuchen. Das erreichte Maximum an Kompromiss sind an zwei Seiten offene Pavillons – völlig unzureichend für das geplante Programm. Zum Arsenal der neuen bürokratischen Hürden gehörte auch die Frage nach dem Gewicht der Stände. O-Ton der Stände-Vermietung hierzu: “Das sind die Stände, die seit 30 Jahren in der Bundesrepublik aufgestellt werden; nach dem Gewicht hat noch niemand gefragt!” Und all das, nachdem uns nach über zwei Monaten noch nicht einmal eine schriftliche Bestätigung über den Eingang unseres Antrags vorlag. Dabei wird der Bezirk bei der Frage nach den Zelten wohl von den Gespenstern seiner eigenen repressiven Politik heimgesucht. Denn seit 2013, seit der Amtsübernahme von Monika Hermann, wurden das Refugee-Protestcamp am Oranienplatz durch koloniale Teile-und-Herrsche-Taktiken ganz und die besetzte Gerhart-Hauptmann-Schule zum Teil geräumt. Im gleichen Zeitraum wurde unter Federführung von CDU-Hardliner Frank Henkel die Görli-Task-Force errichtet, wodurch sich keine nicht-weiße Person mehr frei am und im Görlitzer Park bewegen kann, ohne jederzeit nach dem Ausweis gefragt oder gleich verhaftet werden zu können; die Gerhart-Hauptmann-Schule ist – nach dramatischer Dachbesetzung im Juni 2014 – zum Gefängnis für die Bewohner_innen des Gebäudes geworden. In Zeiten sichtbar zunehmender rassistischer Hetze und Mobilisierung, stellt das Verhalten des Bezirks umso mehr eine unzumutbare Provokation für uns dar. In diesen Zeiten rufen wir als Festivalbündnis zu mehr Solidarität und Widerstand auf: “Selbstbestimmt kämpfen, solidarisch vernetzen!”.
Wir verlangen, dass wir das Festival so, wie wir es für richtig halten, stattfinden lassen können: Mit geschlossenen Workshop-Zelten für eine angemessene Arbeitsatmosphäre, für Filmvorführungen und

Ausstellungen und als geschützte Räume! Wir fordern ebenso den Bezirk dazu auf, Schikanen dem Festival und seinen Organisator_innen sowie den Besucher_innen gegenüber zu unterbinden und uns unser Programm, gefüllt mit emanzipatorischen Beiträgen, Konzerten, Lesungen, Theaterstücken u.v.m., ungestört stattfinden zu lassen.
Auf der PK möchten wir Ihnen, über generelle Informationen zum Festival hinaus, auch nähere Informationen bezüglich der bürokratischen Schikanen des Bezirks geben. Die Aktivist_innen vom Protestcamp möchten einen kurzen Input zur aktuellen Situation der Gerhart-Hauptmann-Schule und des Geflüchtetenprotests einbringen.

Administrative paranoia and tent-phobia in the district of Kreuzberg-Friedrichshain almost prevent the “Festival against Racism” at Blücherplatz!

Countless racist incidents and societal developments in Germany make the Festival against Racism, and an emancipatory counter-public of people affected by racism, necessary. We will only mention here the racist mobilisation of Pegida, Bärgida, Legida & co., and the tightening of the Residency Act, which is in line with the Pegida agenda. A further example is the character and development of the NSU trial in Munich, which systematically masks the political dimension of the terror network and marginalises those concerned and their families and friends as plaintiffs. Racism is not just a marginal phenomenon promoted by rightist extremists. It is eversince broadly “proudly“ supported by the heart of the society. The positions and opinions of those affected by racism instead, find no place in the public sphere.
The Festival, by contrast, should serve as a platform for people with experiences of racism and represent an accessible space in the anti-racist resistance.
The tent-phobia of the district of Friedrichshain-Kreuzberg grows ever more absurd and repressive.
In 2012 and 2013 the Festival against Racism had already directed energy against the racist conditions in the country. This year the racist nonsense of the district authorities has aggravated the situation further! For the negligent invocation of a humanitarian catastrophe following a failed asylum politics tents are very welcome, and also as a preventative measure against people seeking refuge. Protest- and festival-tents on the other hand, used to thematize these conditions, represent too great a danger in the eyes of the district authorities:
While workshop tents were twice part of the Festival against Racism, without creating problems, they now pose the grave danger that people could sleep in them! Our reasons for needing the tents have been turned against us, in the form of a recommendation to search for nearby rooms instead. The maximum compromise reached is pavillions open on two sides-completely inadequate for the planned programme. Added to the arsenal of new bureaucratic hurdles was the question about the weight of the stands. The company renting them replied “those are stands that have been erected in the federal republic for 30 years, and no one have ever asked for the weight before.” And all that, after two months without a written confirmation that our application had been received. The district will be haunted by the ghosts of its own repressive politics. Since 2013, when Monika Hermann took office, the refugee protest camp at Oranienplatz has been fully evicted, through colonial divide-and-conquer tactics, and the occupied Gerhart-Hauptmann school partly evicted. In the same period the Görli-Task-Force was established under the leadership of CDU-hardliner Frank Henkel, so that no non-white person can now move freely in and at Görlitzer Park, without being asked for their ID or being immediately arrested at any time. The Gerhart-Hauptmann-School became – after the dramatic roof occupation in June 2014 – a prison for the inhabitants of the building.
In times of visibly increasing racist hatred and mobilisation, the behaviour of the district authorities represents an unreasonable provocation for us. In these times we, the Festival alliance, call for more solidarity and resistance: “Fight autonomously, network for solidarity!”
We demand that the festival is allowed to happen as we believe it should happen: With closed workshop tents for an appropriate working atmosphere, for film screenings and exhibitions, and as protected areas! We demand equally that the district authorities prevent any nonsense against the festival, its organisers or visitors, and allow the programme, filled with emancipatory contributions, concerts, readings, plays and much more, to take place undisturbed.
At the press conference we would like to provide general information about the festival, as well as more detailed information related to the bureaucratic absurdity. The activists from the protest camp would like to give some input about the current situation of the Gerhart-Hauptmann-School and Oranienplatz.
